1967-1969 Senior Officer, Educational Department of the Neo Lao Hak Sat (Lao National Patriotic Front) in Houaphanh Province, Laos.
1969-1973 Senior Officer, Office of the Representative of the Neo Lao Hak Sat (LNPF) in Hanoi, Democratic Republic of Vietnam.
1978-1979 Professor in Vientiane University.
1979-1981 Secretary to Minister of Education, Director of the External Relations Division, Ministry of Education.
1985-1986 Director of Public Research Department, the Prime Minister Office.
