1981 - 1984 Doctor (Ph.D) in History of International Relations, the Academy of Social Science, Moscow, USSR .
Work Experience:  
1978 - 1979   Professor at Vientiane University.
1979 - 1981  Secretary to the Minister of Education, Director of the External Relations Division, Ministry of Education.  
1985 - 1986 Director General of Public Research Department, the Prime Minister Office.
1987 - 1992  Vice Minister of Foreign Affairs.
1993 - 1996 Minister of Labour and Social Welfare.
1997 - 2001  Member of the Standing Committee of the Lao National Assembly, Chairman of the Foreign Affairs Committee of the Lao National Assembly, Member of the Lao National Assembly.
2001 - 2006 Deputy Prime Minister and President of the Committee for Planning and Investment.
