Born on October 1940, native of Qingdao, Shandong Province

1964 – 1967 Engaged in advanced studies in postgraduate class of Beijing International Studies University
1967 – 1968 Member of the Chinese people’s Institute of Foreign Affairs
1968 – 1970 Work in the cadre school in Lishi, Shanxi and Shanggao, Jiangxi and Niutianyang Farm in Shantou, Guangzhou Military Area
1970 – 1977 China’s staff and retinue in the Embassy of the Republic of Kenya
1977 – 1983 Staff and deputy director general of the Department of Information of the Ministry of Foreign Affairs
1983 – 1985 China’s First Secretary in the Embassy of The Kingdom of Lesotho
1985 – 1990 Deputy director, director of the Department of Information of the Ministry of Foreign Affairs and spokesman of the Ministry of Foreign Affairs
